There have been occasional instances where the small streams that run though CPR have been dammed to make ponds. This is illegal and the state will make you pay to put it back to pristine condition (when you disturb the soil you may have to add liners to prevent soak through) and that can be a considerable cost. There might be fines as well. DO NOT do it without getting it approved through the state (which is very doubtful because all the moving water that is on the surface of your property belongs to someone else downstream by law in Colorado).
